Research on Artificial Intelligence as Digital Public Goods

The Asian Development Bank has commissioned the United Nations University Institute in Macau (UNU Macau) to conduct a research project on the concept of artificial intelligence as digital public goods (AIDPGs). This research aims to:

·        Explore in detail what distinguishes AIDPGs from traditional Digital Public Goods (DPGs) as well as the differences between Open-Source AI and AIDPGs.

·        Research the implications related to the fundamental differences between AIDPGs and DPGs as well as implications related to the differences between Open-Source AI and AIDPGs.

Scope of research

In partnership with the UNU Macau, the research aims to address the following key questions:

  • What are the characteristics that define AIDPG, and how do these differ from traditional DPGs?

  • What are the differences between Open-Source AI and AIDPG?

  • How do licensing and transparency differ between Open-Source AI, DPGs and AIDPGs?

  • What are the features and benefits of AIDPGs over traditional Open-Source AI and DPGs?

  • What are the implications of the differences and similarities between Open-Source AI, DPGs and AIDPGs?

Methodology

1.        Discussion Paper: Create a discussion paper about AIDPG, including definitions, differences from Open-Source AI and traditional DPG.

2.        Expert Interviews: Gather insights from experts to inform the definition of AIDPG and the difference between Open-Source AI and AIDPG.

3.        Stakeholder Engagement Workshops: Facilitate dialogue and workshops among stakeholders towards development of detailed definition and scope, potential and other relevant elements related to AIDPG.
